OpenAI proposes that eligibility be expanded to include:
AI data centers (the actual facilities)
AI servers (hardware production)

Although there was commentary about government loan guarantees, OpenAI’s CEO Sam Altman clarified the company is not seeking federal bailouts or guarantees for data center projects.
OpenAI has disclosed massive infrastructure ambitions: roughly $1.4 trillion in AI infrastructure investment over the next eight years, underscoring why the company regards tax credits as strategic.
